I like the distinction you have identified between managing research data (academic librarians) and a focus on open data (public librarians). I wonder whether public librarians could find a role for themselves in open data hackathons (promotion, blogging etc). Your points are applicable to the Australian context, where we have just started to run a workshop series on data largely aimed at public librarians (see https://www.alia.org.au/training/ands-data-management-short-workshops).
